Advisory Experts for Housing Finance in Kyrgyzstan

 

About the Organisation
LFS Financial Systems (LFS) is a leading consulting and management company focussing on the MSME finance sector in emerging markets. Our major clients include the German KfW Development Bank, European Bank for Reconstruction and Development (EBRD), and International Finance Corporation (IFC), among others. The two main business lines of the company are (i) the establishment of specialized small business banks (under the label ‘Access’) and the provision of advisory services to banks and non-bank financial institutions in the domain of MSME finance. 

Background Information
The LFS Advisory Services Division is currently compiling a team of specialized advisors for a Housing Finance Programme in the Kyrgyz Republic. The programme will consist of a credit line earmarked for on-lending and accompanying technical assistance measures. Up to three partner financial institutions (PFIs) are foreseen. The objective of the programme is to enable the PFIs to broaden their capacities in housing and mortgage finance and to enlarge the volume of respective operations. Consulting services are required for product development, establishment and implementation of written policies, processes and procedures, as well as for linking the housing finance operations of the PFIs with existing energy efficiency efforts in Kyrgyzstan.

Minimum Requirements

  • Master’s degree in finance or economics
  • At least 5 years work experience in finance or banking (of which at least 3 years as consultant in housing finance)
  • Proven track record of successful development / management of housing finance operations
  • Experience in designing and implementing specific housing loan products schemes
  • Proven track record in capacity building within financial institutions in the CIS region
  • Fluency in English and Russian language
  • Excellent communication and report writing skills
  • Willingness to be located in the Kyrgyz Republic for a period of up to 2 years
